Expands access rights to apartment buildings, dormitories, nursing homes, and other residential facilities to include individuals who have organized a campaign committee, filed a financial report, filed an affidavit of candidacy, or are United States Census Bureau employees.

Requires candidates be allowed to be accompanied by campaign volunteers and permits leaving campaign materials at residents' doors, except nursing home managers may direct materials to a central location.

Allows candidates and volunteers to access multiple buildings on a single visit, limited to one building at a time, and permits multiple candidates traveling together to access different buildings simultaneously.

Restricts Census Bureau employee access to facilities only when conducting official decennial census work, excluding other surveys and censuses, with similar multi-building access provisions as candidates.

Maintains petty misdemeanor penalty for violations of the access requirements.
