Adds definition of "fire protection feature" to Minnesota Statutes 2018, section 326B.103 to include fire separation walls, fire safety adequacy, egress protection, elevator fire service features, sprinkler systems, standpipe systems, fire extinguishing systems, and fire alarm systems.

Requires the commissioner to consult with and follow recommendations of the state fire marshal when adopting rules related to fire protection features.

Transfers enforcement authority for plan review and inspection of fire protection systems from the commissioner to the state fire marshal under chapter 299M.

Specifies that permit fees for fire sprinkler installation shall be deducted from the cost of permits paid to the commissioner and distributed to the state fire marshal or municipalities according to sections 299M.04 and 299M.07.
