Authorizes counties and cities to conduct criminal background checks on applicants seeking licenses to operate cabarets, provide massage services, operate as solicitors or peddlers, operate lawful gambling businesses, obtain gambling premise permits, operate taxi services, or operate as pawnbrokers or precious metal dealers.

Background investigations must include both state criminal records repository checks and national criminal history checks through the Federal Bureau of Investigation.

Counties and cities accept applicant consent forms, fingerprints, and fees, then submit these to the Bureau of Criminal Apprehension superintendent, who exchanges fingerprints with the FBI and retrieves Minnesota criminal history data.

An applicant's failure to cooperate with the background check process constitutes reasonable cause to deny an application.
