HF 2069 Summary

• Establishes the Community Competency Restoration Task Force to evaluate community competency restoration programs and develop recommendations for individuals deemed incompetent to stand trial.

• Task force membership consists of 24 positions including representatives from the governor's office, human services, corrections, hospitals, counties, courts, law enforcement, mental health advocacy organizations, and a crime victim, with appointments required by July 15, 2019.

• Task force must identify current services and resources, analyze competency referral trends by county, review case data on risk levels and demographics, research other states' approaches, and develop recommendations on prevention, diversion, and funding for competency restoration services.

• Commissioner of human services must convene the first meeting by August 1, 2019, and the task force must submit a progress report by February 1, 2020, and a final report with recommendations by February 1, 2021.

• Task force expires upon submission of the final report or February 1, 2021, whichever is later; appropriation from general fund authorized to commissioner of human services to implement task force duties.
