Requires public employers and exclusive representatives of teachers to sign collective bargaining agreements on or before January 15 of even-numbered calendar years.

Imposes state aid penalties of $25 per adjusted pupil unit if collective bargaining agreements are not signed by the deadline, unless unresolved items go to interest arbitration by December 31 of odd-numbered years and the arbitration decision is issued within 60 days.

Provides exemptions from state aid penalties for districts reorganizing under specified statutes if agreements are signed by March 15 following the reorganization effective date or contract expiration, with only one deadline extension available per district.

Requires state aid reductions to be applied first to general education aid and, if insufficient, to other state aids, with all reductions returned to the general fund.

Effective for collective bargaining agreements with terms beginning July 1, 2020, and later.
