Requires health plan companies and pharmacy benefit managers that mandate or incentivize mail order pharmacy use for specialty drugs to ensure prescriptions are dispensed within five business days of transmittal.

Defines "specialty drug" as a prescription drug not routinely available through retail pharmacies, usually obtained from specialty or mail order pharmacies, with special storage, handling, or distribution requirements.

Permits exemptions from the five-day requirement only if the mail order pharmacy documents the specialty drug was out of stock due to manufacturer or wholesaler delays.

Requires health plan companies or pharmacy benefit managers to notify enrollees within 24 hours of granting an exemption and provide emergency supply of the specialty drug if medically necessary.

Effective January 1, 2020, for health plans offered, issued, or renewed on or after that date.
