Creates a new Code of Ethics for Teachers codified in statute section 122A.59 with ten standards of professional conduct, including a prohibition on any sexual conduct or contact with a student.

Adds "engagement in any sexual conduct or contact with a student" as grounds for revocation, suspension, or denial of a teaching license under the discretionary authority of licensing boards.

Modifies background check procedures by authorizing licensing boards to obtain rather than request criminal history checks from the Bureau of Criminal Apprehension, and allows issuance of licenses pending background check completion with notice that license may be revoked based on results.

Requires mandatory reporting to licensing boards within ten days when a teacher or administrator is discharged, suspended, or resigns following charges related to conduct grounds for discharge, with expanded authority for boards to obtain investigative files and information from school districts.

Requires law enforcement to immediately inform the appropriate licensing board when determining a child has been abused or neglected by a licensed educator, and mandates collaborative investigation between law enforcement and licensing boards.
