Amends the definition of "industrial hemp" to include the plant Cannabis sativa L. and all its derivatives, extracts, cannabinoids, isomers, acids, salts, and salts of isomers with delta-9 tetrahydrocannabinol concentration not exceeding 0.3 percent on a dry weight basis.

Authorizes the commissioner to use expedited rulemaking under section 14.389 to adopt rules governing production, testing, certification, and licensing of industrial hemp, with rules to address supervision, inspection, THC testing, background check procedures, and federal law compliance.

Establishes a voluntary Minnesota Hemp Certification Program requiring the commissioner to develop certification criteria conforming to federal standards and industry best practices, including requirements that hemp be grown by licensed persons and undergo appropriate laboratory testing.

Permits the commissioner to charge fees for certification that are commensurate with administrative costs and requires inclusion of certified Minnesota industrial hemp in the commissioner's agricultural marketing and promotion efforts.
