Directs member states to appoint presidential electors associated with the national popular vote winner, with states communicating vote totals within 24 hours and treating official statements as conclusive by the federal deadline.

Agreement takes effect when states possessing a majority of electoral votes have enacted it in substantially the same form; member states may withdraw except within six months before a president's term ends.

Agreement terminates if the Electoral College is abolished; includes definitions of key terms such as "chief executive," "presidential slate," and "statewide popular election."
