HF2167 Summary

• Establishes a premium subsidy program administered by MNsure board beginning January 1, 2020, providing 25 percent subsidies of monthly gross premiums for eligible individuals earning up to 800 percent of federal poverty guidelines who purchase plans through MNsure.

• Eligible individuals include Minnesota residents not receiving federal advance premium tax credits, not enrolled in public programs, and those required to repay advanced premium tax credits due to income exceeding 400 percent of federal poverty guidelines.

• Modifies loss ratio calculations for health carriers to subtract all reinsurance payments received under the Minnesota premium security plan for benefit years 2018 and 2019.

• Sunsets the Minnesota premium security plan by repealing Laws 2017, chapter 13, article 1, sections 1-6 effective August 16, 2020, with remaining account balances transferred to the general fund.

• Appropriates funds to MNsure board for premium assistance and to the legislative auditor for annual audits to verify eligible individual eligibility and health carrier compliance.
