Commissioner of health, in consultation with commissioner of education, shall convene one or more working groups to examine links between health disparities and educational achievement disparities for children from American Indian communities and communities of color.

Working group membership shall include persons from American Indian and communities of color, plus representatives from community health boards, teachers' organizations, school nurses, federally qualified health centers, school-based health clinics, pediatricians, and health care providers serving these populations.

Working group shall identify health disparities (mental, emotional, chronic, and physical health conditions), educational achievement disparities (third grade literacy, math proficiency, graduation rates, attendance, school changes), and recommend programs and services to address these disparities.

Working group shall submit report by February 15, 2020, to legislative committees with jurisdiction over health and education with recommendations for programs, services, and funding to address health disparities and decrease educational achievement disparities.

Working group expires March 1, 2020, or upon report submission, whichever is later; unspecified amount appropriated from general fund in fiscal year 2020 as one-time appropriation.
