Creates a "Telecommuter Forward! Community" certification program administered by the Commissioner of Employment and Economic Development for cities, townships, and counties.

Political subdivisions must submit an application and adopt a resolution stating support for promoting telecommuting options to qualify for certification.

Requires each certified community to designate a single point of contact responsible for coordinating telecommuting opportunities and partnerships with broadband providers, realtors, employers, and other stakeholders.

Point of contact must identify and market telecommuter-capable broadband packages, develop common goals with broadband providers, promote telecommuter-friendly work spaces, and maintain regular communication with the state broadband office.

Point of contact must maintain familiarity with broadband mapping tools and state-level resources, and provide regular reports to the political subdivision's governing body.
