School districts and charter schools may adopt locally developed competency-based education plans allowing students to meet academic standards, earn credits, and advance by demonstrating mastery of required state standards regardless of pace of learning.

Districts adopting competency-based education plans must include descriptions in their long-term strategic plans or annual public reports detailing plan components, student learning objectives, personalized pathways, local assessments, and personalized support systems.

Schools with competency-based education plans must administer required statewide assessments to all students in appropriate grade levels consistent with state assessment requirements.

Average daily membership for students in competency-based education is subject to limits under Minnesota Statutes section 126C.05, subdivision 8.

School districts must develop pupil progress and promotion programs that may include competency-based education for elementary, middle, and secondary schools as an alternative assessment approach.
