Changes statewide testing language from "shall" to "must" to establish mandatory computer-adaptive reading and mathematics assessments for grades 3-8 administered annually and aligned with state academic standards.

Requires the commissioner to establish a testing period "as late as possible each school year" and publish the testing schedule at least two years in advance.

Maintains state-developed high school tests aligned with academic standards in subjects other than writing, with multiple choice questions required.

Effective for testing calendars in the 2021-2022 school year and later.
