Creates the Buy Clean Minnesota Act requiring state awarding authorities to incorporate greenhouse gas emissions data into procurement decisions for public infrastructure projects.

Applies to eligible projects larger than 5,000 gross square feet or building renovations costing over 50 percent of assessed value, covering 11 material categories including steel, cement, glass, solar panels, and concrete.

Requires the Department of Administration to establish maximum acceptable global warming potential standards for each eligible material by January 1, 2019, based on industry averages from environmental product declarations.

Mandates successful bidders submit facility-specific environmental product declarations (ISO 14025 Type III) for eligible materials and prohibits installation until documentation is provided.

Requires the commissioner to review and potentially adjust standards downward every three years and submit implementation reports to the legislature by January 1, 2020 and January 1, 2022.
