Prohibits the Minnesota Commissioner of Natural Resources from issuing sulfide ore mining permits unless a single example mine demonstrates successful operation without water pollution or heavy metal release.

Requires the example mine to have operated for at least ten years without pollution of groundwater or surface water from acid drainage at the tailings or mine site or from heavy metal release.

Requires the example mine to have been closed for at least ten years without pollution of groundwater or surface water from acid drainage or heavy metal release.

Excludes from consideration any mining operation listed on the federal National Priorities List (Superfund sites) or any operation where the operator is no longer in business with no liable successor or other responsible parties.

Requires the commissioner to verify using groundwater or surface water monitoring data that the example mine has not caused significant environmental pollution from acid drainage or heavy metal release.
