Amends Minnesota Statutes section 3.97, subdivision 3a to require the Legislative Audit Commission to give primary consideration to evaluation topics likely to produce cost savings, increased productivity, or elimination of duplication, and to also consider programs authorizing grants, tax incentives, and economic development inducements.

Requires the commission to direct the auditor to estimate the scope and timeline for proposed evaluations submitted by individual legislators, with the commission determining within 60 days whether to proceed and conveying its decision with reasons.

Expands notification requirements in section 3.971, subdivision 9 to require chief executive, financial, or information officers to promptly notify the legislative auditor when government data classified as not public may have been accessed or used unlawfully or provided to unauthorized persons.

Modifies section 3.972, subdivision 2a to maintain legislative auditor oversight of Department of Human Services programs, requiring testing of medical assistance and MinnesotaCare enrollees at least three times annually to ensure eligibility compliance.

Repeals section 3.9735 regarding evaluation of economic development incentive programs, effective the day following final enactment.
