Commission must conduct public hearings, prepare written reports with findings and recommendations by February 1 of review years, and may recommend agency abolition, continuation, or reorganization.

Abolished agencies continue operating until June 30 of the following year to conclude business, with unobligated appropriations lapsing and dedicated funds transferring to the general fund, while all bonded indebtedness and obligations remain valid.

Requires commission review of all bills proposing new state agencies or advisory committees to determine if proposed functions could be handled by existing agencies and whether adequate public safeguards exist.
