Requires affirmative approval from the commission before interim implementation of state employee collective bargaining agreements, arbitration awards, compensation plans, or salaries when the legislature is not in session.

Removes the previous provision that allowed automatic approval if the commission failed to disapprove an agreement within 30 days.

Maintains the requirement that all interim-approved agreements must be submitted to the legislature for ratification at a special session or regular session.

Preserves restrictions that state employees cannot strike during interim approval and wage increases must cease if the legislature rejects the agreement or adjourns without acting.

Takes effect the day following final enactment.
