Requires licensed locksmiths to maintain general liability insurance of at least $300,000, obtain criminal background checks for employees, maintain a fixed business address, and display a valid license at their place of business.

Mandates locksmiths include specific information on service invoices (service address, lock type, quoted and actual costs) and retain copies for three years; invoices must be provided to law enforcement upon request.

Creates penalties for violations ranging from misdemeanor fines up to $10,000 and imprisonment up to two years; unauthorized locksmith practice subject to separate graduated penalties ($1,000 first offense, $5,000 thereafter).

Exempts certain activities from licensing requirements including sales demonstrations, emergency government services, key duplication, manufacturer repairs, automotive lock services, building trades installations, and security systems technician work.
