Establishes fair repair requirements for manufacturers of digital electronic products sold or used in Minnesota, including requirements to provide diagnostic information, repair tools, and service parts to independent repair providers and product owners.

Requires manufacturers to make diagnostic and repair information available to independent repair facilities and owners free of charge and on the same terms as authorized repair providers, including technical updates, diagnostic software, service passwords, and firmware corrections.

Mandates manufacturers provide diagnostic repair tools with the same capabilities available to their own staff or authorized repair providers to owners and independent repair facilities for purchase on fair and reasonable terms.

Prohibits manufacturers from requiring authorized repair providers to purchase information in proprietary formats if the same information is available in standardized formats on more favorable terms to other providers.

Establishes a 30-day cure period for manufacturers to respond to complaints before independent repair providers or owners can file suit in district court; if the manufacturer cures within 30 days, damages are limited to actual damages.
