Codifies teacher code of ethics in Minnesota Statutes section 122A.051, establishing ten standards of professional conduct for all licensed teachers including nondiscrimination, student safety, confidentiality, proper discipline, avoiding conflicts of interest, and prohibition on sexual contact with students.

Adds requirement that Professional Educator Licensing and Standards Board develop a process for school districts to receive written ethics complaints about teachers and forward them to the board.

Requires school boards to inform parents and guardians of their ability to submit ethics complaints directly to the school board.

Repeals Minnesota Statutes 2018 section 122A.09, subdivision 1 (which authorized the board to develop ethics rules) and Minnesota Rules part 8710.2100, subparts 1 and 2 (the previous ethics rules).

Takes effect the day following final enactment.
