Authorizes home rule charter or statutory cities to adopt ordinances creating municipal identification cards in physical or electronic form for residents who have lived in the municipality for a minimum of 30 continuous days.

Establishes comprehensive lists of 31 acceptable identity documents and 10 acceptable residency documents that applicants must submit, including driver's licenses, passports, utility bills, bank statements, and school enrollment verification.

Municipal IDs expire four years from issuance and must be produced in a form that prevents unauthorized replication, alteration, or counterfeiting.

Declares that a valid municipal ID is acceptable and exclusively sufficient proof of identity and residence, preempting any conflicting administrative rule requirements unless state statute or federal law requires otherwise.

Permits municipalities to suspend or revoke municipal IDs and prohibit counterfeiting, alteration, and fraudulent use through local ordinance provisions.
