Establishes zero-based budgeting requirement where designated departments and agencies must submit detailed operating budgets with all expenditures justified as new, with budget base set to zero in forecasts preceding the biennium.

Modifies budget forecasting rules to set expenditure forecasts to zero for agencies in scheduled years during November and February forecasts, and sets appropriation bases to zero for the next two biennia.

Requires zero-based budget plans to include agency activity descriptions with statutory justification, quantified adverse impacts if discontinued, program outcome measures, minimum service expenditure accounts, current service expenditure accounts, and activity rankings by contribution to agency goals.

Stagger agencies into five review cycles beginning in 2020, 2022, 2024, 2026, and 2028, with each cycle repeating every ten years thereafter, covering all executive branch departments, boards, and advisory groups.

Effective July 1, 2019 for the zero-based budgeting provisions.
