Prohibits special primaries and special general elections from being held during the period beginning the day after the state primary election and ending the day before the state general election.

Prohibits special primaries and special elections from being held on a holiday or during the four days before or after a holiday as defined in Minnesota Statutes section 645.44, subdivision 5.

Amends Minnesota Statutes section 204D.19, subdivision 2 to clarify that special elections for legislative vacancies must not be held during the four days before or after a holiday.

Applies effective the day following enactment to all special elections for vacancies in office occurring on or after that date.
