Establishes a K-12 lottery game as a scratch ticket game designated by the lottery director.

Creates a K-12 lottery game fund outside the state treasury consisting of game proceeds and interest earned.

Requires 40 percent of net K-12 lottery game proceeds to be deposited semiannually (last Monday in February and August) to the Minnesota environment and natural resources trust fund.

Deposits remaining 60 percent of net K-12 lottery game proceeds into the school endowment fund established under section 127A.32 for aid to public schools.

Directs the lottery director to deposit sufficient amounts from K-12 game gross receipts to the lottery prize fund for prizes and to the lottery operations account for operating expenses.
