Clarifies that volunteer drivers receiving funding from the public transit participation program (PTPP) are not considered for-hire transportation, exempting them from insurance requirements that apply to commercial vehicles.

Defines "PTPP volunteer driver" as an individual who provides transportation services for an organization receiving state funding, owns or is authorized to use a vehicle, and receives only expense reimbursement (including mileage).

Exempts PTPP volunteer drivers from commercial vehicle classification, insurance cancellation grounds for for-hire use, and medical transportation provider requirements.

Applies exemptions across multiple insurance statutes (sections 65B.15, 65B.43, 65B.47, 65B.472) and medical assistance transportation regulations (section 256B.0625).
