Modifies the school trust lands director position to serve a four-year term with the first term ending December 31, 2020, and allows governor removal for cause.

Replaces the oath of office requirement with a requirement that the director act in a fiduciary capacity for trust beneficiaries in accordance with section 127A.351 principles.

Expands the director's duties to include serving as temporary trustee for school trust lands subject to eminent domain proceedings and acting as temporary trustee under section 94.342, subdivision 5.

Adds requirement for director to develop a ten-year strategic plan and 25-year framework for management of school trust lands in conjunction with the commissioner of natural resources, updated every five years.

Allows the director to employ staff within appropriated funding limits (removing the previous cap of five unclassified service employees) and requires quarterly public reporting to the Legislative Permanent School Fund Commission.
