School district clerks must post the commissioner's review and comment summary and supplemental information at polling places in the same manner as sample ballots for elections authorizing bonds to finance capital projects under section 123B.71, effective August 1, 2019.

Bond proceeds may only be spent for purposes stated in the ballot language or to pay, redeem, or defease obligations and interest; any change or expansion of the original purpose requires approval by a majority of voting electors.

School district ballot questions for bond issuance must state the name of the plan or plans being proposed by the district as submitted to the commissioner of education for review and comment under section 123B.71.

Changes replace permissive language ("may") with mandatory language ("must") regarding posting of sample ballots and bond proceeds spending restrictions, effective August 1, 2019.
