Prohibits nondisclosure agreements on sexual harassment or sexual assault settlements involving legislative employees or members, effective immediately upon enactment.

Requires annual reports by January 15, 2020 and thereafter from legislative, executive branch, and political subdivision officials detailing all misconduct-related settlement payments, including amounts, funding sources, and names of accused individuals (but not complainants).

Amends data privacy law to allow harassment complainants to receive information about whether allegations were substantiated and what disciplinary actions resulted, with restrictions on further disclosure.

Applies reporting requirements to state agencies, executive branch employees, counties, cities, towns, school districts, and other political subdivisions using public funds.

Requests University of Minnesota to voluntarily issue similar annual settlement reports following the same requirements as state agencies.
