Allows persons teaching in part-time vocational or career and technical education programs to be exempt from licensing requirements upon local school board approval if they demonstrate occupational competency based on work experience in business or industry.

Removes the June 30, 2020 expiration date that would have required unlicensed instructors to apply for formal teaching licenses.

Preserves the status of licensed career and technical educators within the definition of "teacher" under Minnesota Statutes sections 122A.40, 122A.41, and 179A.03.

Changes reference from "employer" to "school board" as the approving authority for the license exemption.
