Amends the appointment and removal provisions for ethnic council members by allowing three of four legislative members to remove a governor-appointed member, in addition to existing automatic removal for missing more than half of council meetings in a 12-month period.

Modifies legislative term limits to allow legislators to serve up to 12 nonconsecutive years on any one council across either or both legislative bodies, replacing the previous consecutive year restriction.

Requires the Legislative Coordinating Commission to establish a recruitment and selection process for executive director positions that includes consultation and collaboration with the applicable council.

Clarifies that the executive director receives advice from council members in fulfilling council duties and must consult with the council chair prior to taking disciplinary actions including written reprimand, suspension, demotion, or discharge.

Specifies that the council chair reports to the Legislative Coordinating Commission chair regarding the executive director's performance and any disciplinary recommendations.
