Commissioner of education must submit a report by February 1, 2020 to legislative education committees on student discipline for the 2016-2017, 2017-2018, and 2018-2019 school years.

Report must include suspension and expulsion data by school district or charter school, broken down by grade level, student categories under the federal Elementary and Secondary Education Act, and disability category.

Commissioner must consult with stakeholders and recommend statutory and rule changes to reduce discipline disparities based on race, ethnicity, and disability.

Commissioner must consider whether school districts or charter schools with persistent discipline disparities should be required to spend a percentage of general education revenue on staff training and programs to reduce disparities.

Effective immediately upon final enactment.
