Creates a new section 138.935 defining "historic preservation corps" as nonprofit 501(c)(3) organizations that provide on-the-job training and workforce development to youth and young adults through repair and maintenance of historic structures, buildings, and sites.

Designates historic preservation corps as governmental units eligible to enter into joint powers agreements under Minnesota Statutes section 471.59.

Amends section 471.59, subdivision 1 to add historic preservation corps to the list of entities that qualify as "governmental units" for purposes of joint contracting and cooperative agreements.

Allows historic preservation corps to exercise the same joint powers and contractual rights as other governmental units, including cities, counties, school districts, the Minnesota Historical Society, and state agencies.
