School districts may establish vocational enrichment programs outside regular school hours, including weekends and summer, to provide vocational instruction, with priority enrollment for secondary students.

Maximum grant amounts equal $5,117 multiplied by 1.2, the number of participating students, and the ratio of actual service hours provided to 1,020 hours.

When funding applications exceed available appropriations, the commissioner must prioritize grants for welding, construction trades, automotive technology, household electrical skills, HVAC, plumbing, culinary arts, and agriculture pathways.

School districts receiving grants must report annually by February 15 to the commissioner and on their websites regarding funded courses, participant demographics, and course outcomes.

Appropriations from the general fund to the Department of Education are provided for fiscal years 2020 and 2021, with the law effective July 1, 2019.
