Requires community education advisory councils to make written recommendations to the community education director and school board on the use of general community education revenue, with school boards required to take public testimony on these recommendations (effective July 1, 2019).

Modifies the general community education revenue calculation for fiscal years 2020 and 2021 by replacing specific dollar amounts with blank spaces to be filled in by the legislature.

Adds "other programs, including programs offered by other nonschool organizations, consistent with the purpose of community education programs" as an allowable use of general community education revenue (effective July 1, 2019).

Maintains the existing restriction that general community education revenue cannot be used to subsidize direct activity costs for adult enrichment programs, including activity leader/instructor costs, materials, and transportation.

Appropriates funds from the general fund to the Department of Education for community education aid in fiscal years 2020 and 2021, with specific amounts to be determined.
