Appropriates $250,000 in fiscal year 2020 and $250,000 in fiscal year 2021 from the general fund to the commissioner of education for grants to the MacPhail Center for Music.

MacPhail Center must use grants to broaden access to music education in rural Minnesota through individual instruction, sectional ensembles, group activities, workshops, and early childhood music activities in consultation with rural music educators.

Allows MacPhail Center to enter into agreements with schools to provide online music education programs upon request from a school's music educator, and may provide programs to early childhood settings upon request from early childhood educators.

Grant funds may be used for employee costs, program evaluation, and technology expenses related to delivering online access to music education.

Requires MacPhail Center to submit annual reports by January 15 describing programs offered, outcomes, students served, unmet needs for music education, and detailed expenditures for the previous year.
