Minnesota Amateur Sports Commission shall develop new statewide public skate parks and provide matching grants to local governments for skate park construction and renovation.

Grant recipients must provide matching contributions including in-kind contributions of land, access roadways, utilities, landscaping, and parking, with facilities prioritizing accessibility to highways, transit, and pedestrian paths.

Individual grants for new facilities capped at $250,000 unless the grantee demonstrates regional or statewide draw; 50 percent of grants must be awarded to communities in greater Minnesota where possible.

Commission authorized to enter into cooperative purchasing agreements with local governments under existing state contracting law and establish a revolving fund to cover administrative expenses from collected fees.

$250,000 appropriated from general fund for fiscal year 2021; $8,250,000 in state bonds authorized to be sold and issued, comprising $2,500,000 for up to ten grants, $3,750,000 for up to five regional impact grants, and $2,000,000 for one statewide skate park.
