Creates the Legislative Commission on Housing Affordability to study housing affordability issues, government regulations affecting housing, and homeownership access.

Commission consists of four senators (appointed by senate Rules and Administration Subcommittee) and four representatives (appointed by speaker), with two members from majority party and two from minority party in each chamber.

Commission may elect up to four former legislators with housing affordability experience as nonvoting members, who cannot be registered lobbyists.

Commission duties include reviewing emerging issues affecting housing affordability and homeownership access, analyzing policies to reduce homeownership equity gaps, and recommending legislative and rulemaking proposals.

Commission expires June 30, 2023, with initial appointments required by June 1, 2019 and first meeting by June 15, 2019.
