• Requires each school district and charter school to develop and implement an age-appropriate consent education program for grades 8 through 12, with assistance from the commissioner of education in consultation with the Department of Health

• Program must include planning materials and guidelines, in-service training for staff and school board members, collaboration with local community health services and organizations, and participation by state and local student organizations

• Defines "consent" as affirmative, conscious, and voluntary agreement to engage in sexual activity, and establishes that lack of protest or resistance does not constitute consent, consent can be revoked at any time, and past dating or sexual relationships do not automatically indicate consent

• Authorizes districts and charter schools to accept funding from public and private sources including public health funds, foundations, federal block grants, and state grants to support consent program implementation

• Appropriates an unspecified amount from the general fund to the commissioner of education for fiscal year 2020 to assist districts in implementing the consent program
