Amends Minnesota Statutes 16C.045 to expand reporting requirements for state employees who discover contract violations to include evidence that a party to a state contract is in violation of its terms.

Requires the commissioner to promptly initiate an investigation or refer violations to the attorney general upon receipt of evidence suggesting a violation.

Requires the legislative auditor to report to the Legislative Audit Commission if there are multiple complaints about the same agency, disclosing only the number and type of violations alleged.

Protects employees making good faith reports from employer discrimination under Minnesota Statutes 181.932.

Establishes that cooperative purchasing agreements for motor vehicle sales must include terms eliminating or minimizing coverage gaps when agreements expire, including vendor written notice clearly indicating whether cooperative purchasing terms apply to the sale, effective July 1, 2019.
