Establishes a Minnesota Volunteerism Innovation Board with nine voting members appointed by the governor, state legislative leaders, and minority leaders, plus an ex-officio secretary from the administrative contractor.

Board members must be geographically balanced across community indicator regions and reflect Minnesota's population diversity, serving five-year terms without compensation except for ordinary employment or non-grant sources.

Board duties include analyzing Minnesota's volunteer capacity, studying nonprofit and business volunteer engagement capabilities, gathering baseline data on volunteer-involving organizations, and administering a grant program aligned with Minnesota Compass community indicators.

Grant program awards funding to public, nonprofit, or business organizations that engage primarily nonstipend volunteers and must match grant funds through direct contributions or in-kind contributions; all grant activities must be completed by June 30, 2025.

$600,000 is appropriated from the general fund for fiscal year 2021, with no more than $70,000 used for administrative costs and remaining amounts distributed as grants; the board and grant program expire June 30, 2025.
