Creates interim and settle-up payment procedures for newly constructed facilities or those with 50% capacity increases, with rates adjustable during initial 17-month period based on actual costs and resident days.

Modifies nursing home assessment requirements to include significant change assessments triggered by completion of all speech, occupational, and physical therapies, with assessment reference date set as eighth day after therapy ends.

Repeals prior nursing home rate-setting provisions and related rules effective July 1, 2019 and January 1, 2020, consolidating nursing facility reimbursement under new chapter 256R framework.
