Creates new law in Minnesota Statutes chapter 375 allowing counties to collect costs for public assistance provided to noncitizens.

Permits a county to collect costs, including administrative costs, of additional public assistance provided to a noncitizen after that noncitizen has received public assistance administered by the county for at least six months.

Defines "public assistance" as assistance funded in whole or in part by the state, county, municipality, or other local government unit, excluding any federally-funded portions.

Allows counties to collect costs from local resettlement agencies directly involved in the noncitizen's resettlement, national voluntary agencies affiliated with local resettlement agencies, or sponsors who agreed to help with the noncitizen's reception and placement.
