Establishes a task force to analyze the impact of Islamophobia and antisemitism, recommend safety improvements for Minnesota's Muslim and Jewish communities, and increase civic participation.

Task force membership includes the attorney general, commissioner of public safety, commissioner of human rights, legislative leaders, county sheriff, St. Paul mayor, and representatives from Muslim and Jewish organizations, plus two Muslim and Jewish legislators.

Attorney general and commissioner of public safety serve as co-chairs; first meeting must convene by October 1, 2019; task force must meet at least monthly with at least two meetings in greater Minnesota.

Task force duties include reviewing attacks and harassment reports, identifying community resources, recommending law enforcement training, and proposing legislative amendments or new statutory provisions.

Task force must report findings and recommendations to legislative committees with public safety jurisdiction by February 15, 2020, and expires upon submission of the report.

Appropriates unspecified amount from the general fund in fiscal year 2020 to the commissioner of public safety to implement the task force.
