Amends Minnesota Statutes 2018, section 62J.23, subdivision 2, to clarify that "prescription drug" includes prescription drugs administered through infusion, along with related services and supplies.

Allows individuals to receive discounts, price reductions, or limited-time free supplies of prescription drugs (including infusion drugs), medical supplies, or medical equipment from manufacturers, health plan companies, or pharmacy benefit managers, subject to specified conditions.

Permits pharmaceutical manufacturers and device manufacturers to provide ancillary products necessary for treatment at discounted, reduced, or no cost, and to provide trinkets or mementos of insignificant value to patients.

Maintains prohibition on benefits, rewards, remuneration, or incentives for continued product use, with exceptions for activities permitted under existing discount provisions and ancillary product assistance.

Does not prohibit health plan companies from offering tiered formularies with different co-payment or cost-sharing amounts for different drugs.
