Requires Minnesota school performance reports to include data on student academic performance, growth metrics, school safety, student engagement, English learner progress, student-to-teacher ratios, staff characteristics, enrollment demographics, foster care status, homelessness, district mobility, and extracurricular activities.

Mandates school performance reports be written in plain language, accessible to persons with disabilities, and encourages provision in non-English languages spoken by substantial numbers of students and families at schools.

Establishes an advisory task force of at least five members, with at least half being parents or guardians of students in prekindergarten through grade 12, with preference given to parents of students in Title I schools, to advise on improving accessibility and functionality of school performance reports.

Appropriates $1,000,000 for fiscal year 2020 from the general fund to the Department of Education to develop and improve online reporting of school performance reports, including accessibility for persons with disabilities and non-English speakers, with authority to contract with third-party vendors.

Requires annual posting of school performance reports to the department website no later than September 1, or October 1 in years reflecting new performance standards.
