• Appropriates $117,915,000 from the outdoor heritage fund for fiscal year 2021 for prairie, forest, wetland, and habitat conservation projects across Minnesota, including land acquisition, restoration, and enhancement work.

• Establishes competitive matching grant programs for local, regional, and national organizations to enhance, restore, or protect forests, wetlands, prairies, and fish and wildlife habitat, with at least $3,250,000 dedicated to the seven-county metropolitan area.

• Appropriates $250,000 from the arts and cultural heritage fund to complete design and construction of a Minnesota Medal of Honor commemorative memorial in the Capitol Area.

• Extends the availability of appropriations from previous legacy fund allocations (outdoor heritage, clean water, parks and trails funds) that would otherwise expire on June 30, 2020, extending them to June 30, 2021 or 2022 depending on the fund.

• Modifies Lessard-Sams Outdoor Heritage Council meeting procedures to require live video streaming and archiving of meetings held in the Capitol complex and allows council members to travel to site visits without violating open meeting requirements.
