Increases the Minnesota State Retirement System board of directors from 11 to 12 members by adding one deferred annuitant position.

New board position is elected by former members eligible for a deferred annuity, excluding deferred annuitants for whom another board member is already designated.

Maintains existing board composition of three governor-appointed members, four elected state employees, and representatives from Metropolitan Council transit operations, State Patrol, correctional employees, and retired employees.

Board members hold four-year terms with elected members taking office on the first Monday in May following their election.

Effective date is the day following final enactment.
