Appropriates $139,000,000 from bond proceeds to the commissioner of administration to acquire and improve the Prairie Correctional Facility in Appleton

Up to $74,100,000 (not exceeding appraised value) designated for acquiring the facility, with remaining funds for repairs and improvements

Required improvements must meet standards of the American Correctional Association, Americans with Disabilities Act, and Prison Rape Elimination Act, plus furnishing and equipping the facility

Authorizes the commissioner of management and budget to sell and issue up to $139,000,000 in state bonds according to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7
